About Douglas Siemonsma
Douglas Siemonsma is an accomplished logistician with more than 30 years of military and commercial experience, with the preceding twelve years in logistics and supply chain management, including end-to-end global deployment, sustainment, and redeployment of personnel, personal property, and equipment utilizing air, land, and sea transportation. He is well-versed in leadership and the practical application of strategic logistics planning, lean process design, operational execution, procurement, and contract management.
Siemonsma’s varied management and distribution positions have combined a thorough analysis and application of sound logistics and supply chain principles to develop and implement innovative solutions to complex problems. He has planned, executed, and managed efficient and effective forward and reverse flow of equipment, personnel, and related information domestically and internationally to meet customer requirements.
In addition, he has guided the use of strategic transportation assets and enabled capabilities to solve distribution problems related to supply chain management, distribution, and deployment operations within the Defense Transportation System (DTS).
A helicopter pilot, Siemonsma has been honored to serve in several prestigious positions, including Aircraft Commander, Mission Commander, Functional Check Flight Instructor, Aircrew Coordination Instructor, Safety Officer, Assistant Operations Officer, and Air Boss – Operation Iraqi Freedom.
Role as Transportation Specialist at Military Sealift Command
Siemonsma is currently a Transportation Specialist for the Military Sealift Command (MSC), which is responsible for providing sealift and ocean transportation for all U.S. military services and other government agencies. Marine Transportation Specialists at MSC are the front line in answering operational questions concerning MSC ships worldwide.
His duties involve administering, supervising, or performing work involving ship operating policies, monitoring readiness, and reporting requirements. He is instrumental in guiding the United States Transportation Command and the Maritime Administration in developing and tracking readiness reporting statistics for the Ready Reserve Force. The products developed were used in the Commander’s testimony before the Armed Services Committee.
Work with the United States Transportation Command Throughout the Years
Before his position at MSC, Douglas Siemonsma held critical military positions throughout his career, including in various divisions and units with the United States Transportation Command. He served as Strategic Mobility Planner and Executive Officer, where he developed the initial concept and implementation plan for Joint Task Force – Port Opening (JTF-PO) to improve reception, onward movement, and integration of troops, equipment, and supplies in austere environments. Today, JTF-PO is a world-renowned force on call for all significant theater engagements and contingency operations.
Siemonsma was also a Contract Specialist, Lead Team Evaluator, and Executive Officer, where he led solicitation development, cost analysis, and evaluation teams for a $14 billion mega-procurement of a five-year indefinite delivery and quantity helicopter contract.
He spent almost two years as Deputy Chief of Operations, responsible for the methodology and execution of U.S. forces movement for theater and contingency operations. His duties were varied, including identifying, developing, and implementing standardized information flow processes to effectively direct the implementation of standing orders and directives, providing executive-level guidance and oversight of planning, execution, monitoring, and reporting of Department of Defense global distribution operations. He was instrumental in transitioning deployment and distribution planning as well as execution operations into a masterfully fused organization that analyzes, evaluates, and responds to complex situations or those with sensitive logistics management or transportation issues in a real-time fluid environment while maintaining the current operations picture.
Siemonsma’s Work with the Tactical Air Control Squadron Twenty-Two
Siemonsma was also Officer in Charge, Senior Air Planner, and Watch Officer for the Tactical Air Control Squadron Twenty-Two, where, among other duties, he aligned transportation resources with mission requirements for Expeditionary Strike Group, including supply support, aero-medical evacuation, group air sustainment, and amphibious landing force operations. He had the authority to execute centralized command and control of air operations, covering 2,000 sorties and 3,500 hours of air support.
Work in the Commercial Industry
Douglas Siemonsma has extensive commercial experience, having held significant positions at various companies. He was the Director of Government Accounts at Evergreen International Airlines, where he negotiated a $100 Million Category B contract benefitting Evergreen’s 747-400 acquisition timeline.
Siemonsma was Director of Government Accounts/Navy & Marine Corp Business Development for National Airlines/National Air Cargo for nearly three years. He developed various internal employees into a cohesive and reliable team to maximize aircraft utilization and reduce ground times using integrated performance metrics, resulting in an 85% revenue increase. Siemonsma was responsible for drafting and submitting the CRAF proposal, resulting in a four-year contract worth $175 million and leading to other contract awards for Multi-Modal, CAT – A, Heavy Weight Tender, and others.
He worked at C5T as a Business Process Analyst, Deputy Requirements Manager for Superlative Technologies (SuprTEK), and Senior Program Analyst for D&G Support Services.
Academic Accomplishments, Professional Affiliations
Siemonsma holds a Bachelor of Science in Marine Transportation from the United States Merchant Marine Academy, a Master of Arts in National Security and Strategic Studies from United States Naval War College, a Certificate in Supply Chain Management from Penn State University, a Certificate in Supply Chain Leadership from Penn State University, and a Level II Contracting Certification from the Department of the Navy (DAWIA).
His professional affiliations include serving as past president of the nonprofit National Defense Transportation (NDTA) and the U.S. Naval Academy Parents Club of St. Louis and Southern Illinois. He is a life member of the Veterans of Foreign Wars and a 30-year member of the American Legion. Siemonsma was a volunteer firefighter for five years.
